International Expert / Strategic Services

Demonstrated executive level leadership, strategic, tactical and managerial ability in the land field. More than 25 years’ experience in and significant contribution to international development work related to land governance, social and economic development. A Ph. D. or other similarly advanced professional degree is desirable. Strong command of the policy environment, the international development landscape, best practices and risks. Knowledgeable across all aspects of program and project development, implementation and evaluation. Highly effective written and oral communications.

Daily Rate: $1879.68

Senior Land Project Manager / Expert

Demonstrable experience (20 years or more) in the design, implementation and oversight of large, complex land projects, applied research initiatives and high level policy reform activities. Adept at proposal development, budget and work plan management, reporting and problem solving. Advanced degree (masters or higher) in related field of agricultural or development economics, sociology, land management, GIS, LIS, law, city planning and design, and related field. Senior manager able to manage a variety of skilled technical personnel and a variety of clients including senior public officials. Should have strong project management skills. Demonstrable ability to manage complex tasks required for land governance reform project and innovative initiatives related to land governance. Must have highly effective written and oral communications skills and be able to present workshop and seminars at the managerial and the highest levels of government.

Daily Rate: $1775.25

Technical Expert Level 1

Expert level knowledge (a Ph. D. or similar level professional degree is expected; a master’s degree with an additional 3 years of experience may substitute) and at least 15 years of experience in one or more of the following technical areas: land policy, land economics, public sector planning and administration, land program logic, monitoring and evaluation, cadastral surveying, land law, land adjudication, property registry systems, training and capacity development, or other relevant area of expertise in the thematic area of land governance. Able to work independently and to lead more junior experts as part of a team. Must be able to contribute to proposal development and project management tasks such as work plan development, reporting, and problem solving. Strong oral and written communication skills; able to present to a wide range of clients and stakeholders.

Daily Rate: $1618.61

Technical Expert Level 2

Expert level knowledge (Ph. D. or other similarly advanced professional degree is expected; a master’s degree with an additional 3 years of experience may substitute) and at least 10 years of experience in one or more of the following technical areas: land policy, land economics, public sector planning and administration, land program logic, monitoring and evaluation, cadastral surveying, land law, land adjudication, property registry systems, training and capacity development, or other relevant area of expertise in the thematic area of land governance. Able to work independently and to lead more junior experts as part of a team. Must be able to contribute to proposal development and project management tasks such as work plan development, reporting, and problem solving. Strong oral and written communication skills; able to present to a wide range of clients and stakeholders.

Daily Rate: $1461.97

Specialist Level 1

Detailed knowledge and applied understanding of and at 5 - 7 years of experience (an advanced degree may be substituted for some experience) in one or more of the following technical areas: land policy, land economics, public sector planning and administration, land program logic, monitoring and evaluation, cadastral surveying, land law, land adjudication, property registry systems, training and capacity development, or other relevant area of expertise in the thematic area of land governance. Able to work well independently or as part of a team and respond to instruction from more senior experts and managers. Must be able to contribute to proposal development, work planning, monitoring and report drafting. Strong oral and written communication skills; able to present to a variety of audiences.
